Abstract


This study aims to describe the Obstacles to Optimization of Village Fund Allocation (ADD) for Programs in the Field of Health in the Baiturrahman District of Banda Aceh City. The low number of villages that allocates ADD for the Community Resources Health Efforts (UKBM) program. This study uses qualitative research, with a case study strategy that uses interactive analysis methods through data collection, data reduction, data presentation and drawing conclusions. Data collection techniques are done by interview, observation and documentation. The results of this study indicate that the Obstacles to Optimization of Village Fund Allocation (ADD) for Programs in the Health Sector are influenced by village internal factors such as low participation and community concern due to the way of informal community participation. Also there is a lack of understanding of the village apparatus regarding the regulation of the use of ADD for health programs. External factors also affect the village, the lack of the role of health centers, so that in 2018 out of 10 villages in Baiturrahman Subdistrict only 1 village has budgeted more than 10% ADD for health programs. This condition is also affected by the absence of Mayor regulations and ADD Technical Guidelines specifically for health programs.
